tab for affixing a race number is certainly the most obvious answer.
Not sure why someone ran a shift lever thumb screw through it, though.
I'm waiting for someone to come up with pictures of shift levers actually mounted in this location, though.

Race number holder. Looks like it began life as a threaded adjuster stop (see link) and the builder filed the notches flat:

It's a rather elegant little solution, better than a simple tab cut out of steel. No need for a nut, easy to change the number without tools, and unlike a basic tab, less likely to capture sweat and rust from time on the trainer or rollers.

I actually like it better than just a flat tab, which sometimes end up to be a bit crude, especially on a frame with nicer lug details.
