Mystery track bike
Does anyone have a clue who might have built this frame? The lug work looks sort of unfinished. It’s got Nervar cranks. I’ve included a shot of the serial number on the bottom bracket. I can’t quite make out the second to last number might be a 9? So 3105 397. Maybe a local builder or a custom job? It’s in Santa Barbara, CA

Looks like BiciCentro
i was going to say Gitane. But the seat lug ears are of better authorship- frame has been repainted...
maybe repaired?
do they advise on threading?

The seat stay tops scream swaged-over Gitane to me, and the seat bolt lugs look like a later modification. If it's French-threaded, there you go. I suspect it will be a tre-tubi with something else for the stays, given the lack of fishmouth cutouts on the stay ends.
