Colnago c40 with 650 wheels - Can someone tell the history, are they rare?

Hi, My sister-in-law has a Colnago C40 with 650 wheels. From what we have researched, it appears to be the first generation based on the location and shape of the wire lugs on the down tube (I am not certain what they are called). I cannot find any history or information on the model with 650 wheels. Is it a rare bike and why did they make it with 650 wheels?

There was a short lived trend to use 650s on a “climbing” bike around the time of the c40. I believe the thought was the wheels were smaller and lighter so they were used on major mountain stages. Maybe that is what you have. Or it uses the 650s because the frame size is small.
