I honestly have no idea where I heard the “rule of thumb” I cited, it’s something I’ve adhered to over the years (this is assuming I actually heard it from somewhere and didn’t hallucinate &#128543

An update tonight -- Canyon is going to replace my fork, as they see "no external forces or incorrect assembly that could have caused this" steerer tube crack. That's the good news. Now the challenge is to find a matching fork.

So there's still a bit of work ahead, but I am very pleased with Canyon's decision. I'm looking forward to having a fully operational Endurace bike, because MAN I've missed riding it. It hangs on a bike rack in my garage and whispers "please ride me" when I walk by.
