Pursuit would be track-only, no? I see a derailer braze-on.

It's a road Time Trial or "Funny Bike" they wer popular for road time trials in the '80s and early '90s but died out for some reason or maybe were outlawed by the UCI.
Sadly there is likely no way to ever find out who built it

Probably not a Rossin or Basso, both using their own drops.
Columbus drop out using builders are reasonably small group, but I agree with BG, tough to track down without a fork crown to use, and no pantos on the caps.
