Outside of national qualifiers and records iirc. As of January 1, 2008 all bicycles used in any NRC race must conform to UCI regulations.
See page 26:

So as long as it's not:
1) A national champ race,
2) A national qualifier,
3) A world or national record attempt, or
4) An NRC race

your good to go.

I got a used Quintana Roo Kilo (2003) two weeks ago and have been sizing it in. I haven't taken a picture yet, maybe I'll link the website one. Anyway my 4 year old daughter asks me if she can see my Time Travel bike.

I see you are from NJ. You will be very hard to miss at the NJ TT's I partcipate in next season. I'm trying to figure out if that rear disc graphic adds or subtracts watts to your power. I would suspect it simply blinds the race marshalls, which means you might get away with wearing an iPod during the race.

I'm in Sweden for a couple of years working and racing over here... I've done quite few Duathlons on that disc in NJ/PA/NY though...
