How to install vintage JimBlackburn front rack?

How to install vintage JimBlackburn front rack?

I purchased this rack to mount it on my 1985 Schwinn Voyageur, which has mid fork eyelets, but am not sure if the rack I bought would work. It comes with some clamps to attach to the mid fork.

The Schwinn has long bolts and tube spacers on the mid fork eyelets, do I use those to install the rack? If so, does the tube spacer go between the rack and the fork or does the rack rest against the fork with the spacer then put in place?

Sorry for my ignorance, please enlighten me. Thanks in advance.

I’m no expert, but the spacer goes between the fork and rack thus providing clearance for the pannier hooks to rest over the top of the rack without hitting the fork.
