Vintage panniers!
Does $65 sound plausible for a full set, front and back, of Kangaroo Baggs panniers?

Though I am no expert on items like panniers (or much of anything else, for that matter), $65 seems high to me even if they include all the mounting hardware. Generally, in my area, a similar set, though perhaps not collectable vintage, would go for closer to $30.00 and even then, there would be few interested parties. My area, incidentally, is not a strong vintage bicycle market place. Put another way, I often time just give such items away, as a donation, to our local bicycle charity organization (Bicycles for Humanity).

A good set of panniers cost way more than that, especially for all four. I outfitted my '84 Trek 720 for loaded touring and spent hundreds. Naturally you get what you pay for and there are big differences in quality, but from what I can tell Kangaroo brand has a good reputation. That seems like a great deal, assuming they are the type you are looking for and will meet your needs.

I think that if you need a set, front and back, both sides, that 65 is a good deal. You might be able to find a better deal, but if you need them, I doubt there's cheaper more readily available than that.
whether it is good enough to buy and then resell, not as sure. Might be depending on how much you value your time, I can't imagine you could lose money on them.
