Good looking bike but from what I gather to be about 18 years old at this point. Asking $650. He has turned down $350. I'd offer more but I'm worried about carbon fiber that old. What should I offer, if anything.

I've seen them in the local Southern California market for between $300 and $500. I personally would not pay more than $400, especially with the state of the bike economy right now. If there is no visible damage to the frame and the owner can verify that it doesn't have many miles, I wouldn't worry too much about older carbon fiber. $350 can get you a pretty nice used bike nowadays...

I got super lucky and bought one for $50 in great shape. It was a light, fast, fun ride, but not my style, too modern. I sold mine for $325 when the market was still hot. @Caliwild is correct I regularly see them for $300-$500 asking price, But, I also see them for $175-$250. I would say unless you really want it, wait for a better deal.
