Looks useful. Are they one unit that loops over the rack? Did you use some kind of back panel?

I'm just guessing, but that looks like a military issue duffel bag that was modified to meet the needs.
I've sewn up one of my own bags (a handle bar bag) using an unused bag I was given during my travel agent days.
Funny thing, I made it for Cycle Oregon 2009, but due to the 30+kt headwinds, and my lack of information about the ride, I promptly removed it after day 1 (also lost 4lbs, the rear rack, the 3rd waterbottle, and the U-Lock), and seldom dragged it out since. Can't use it now, because the "support" I made (with help) for it was designed for my bike that was since destroyed.
[EDIT]
I'm presuming this is a reference to the OP, but just in case... My bag was made with a rubberized nylon fabric, but the bag wasn't designed to be waterproof, and the front has a strip of reflective material.
[/EDIT]
Based the design off of one I bought back in the 80's.

Springfield Cyclist......The reason for the small bags was to carry seasonal things for my commutes like windbreaker, rain suit, ex-socks, gloves, and sweater or sweat shirt. Hopefully it will be useful for these items. Yes the bag loops over the rack and it doesn't have any backing and is tied on with string. It may need backing and I thought about gallon milk jug/bleach bottle as materal to sewn at the bottom back.

Nice! You can always use the backpackers trick and keep your stuff in a big plastic zip lock when it's wet out...

No heel strike and I lubed the wheels yesterday and handbar sterm and crank head this afternoon. What a world of differents red tractor grease makes. I believe my mph avg will go up!
