The bike has unfortunately not been stored properly and the rust is going to be a major turnoff for most. I don't see it as having much value. The fenders and the rack will appeal to some. As far as where to sell, bikes like that generally show up on Craigslist.

If I was trying to sell it, I wouldn't add any money into it, but I would do what I could to make it present better. The first thing is to put the bars back where they belong. That isn't a good look.

So clean it up a little and put a price on it and see what happens.

+ 1. This is a project bike for someone. Offer it at $20 and hope for the best.

As shown, I would expect to pick up your bike for $50 or less at a local garage sale. The pictures are taken from the wrong side of the bike and at strange angles that tell the buyer nothing about the various components on the drive side of the bike. I see lots of rust which leads me to assume that the chain is also rusty. The odd position of the handlebars also detracts from the presentation.
I would clean it up, adjust the handlebars to where they should be, remove that cheap rack and ditch the lock. then take better pictures that show the parts of the bike that interest prospective buyers
The wheels appear to be mismatched with quick release on the front and nutted axles on the back

Good news. I think you could get $50 for that if you're lucky.
