Atala Track Bike
This one for sale locally.
I suspect it's taller than 23 inch. If I go, look I'll ensure seat post and stem aren't stuck.

Some original Campagnolo parts.
Bike has been modified with single freewheel, brakes for commuting, but will supply fixed cog if wanted.

I think the hodge-podge of parts is very problematic, it would be expensive to sort that out. I would value it as the value of the frame and not more. Even that is generous, frames with parts attached tend to be less expensive that bare frames, go figure.
Also location-location-location. I'm in Alaska, the season is all but over, bikes don't move. If I was really lusting after that frame and wanted to ride it I would offer $100 and be happy to have tried and walk away. It is cute, and it is early.

I have to admit I'm kind of intrigued by it. I did wonder what the seat post is, presumably Campagnolo or other Italian one. Not sure about levers. As you say parts would require some changes. I would have thought a true track frame alone would be north of $200. I had thought of a $200 offer based on the view true track bikes I'd seen for sale

OP - the frame on this one is miles cleaner than mine. I have mine listed for more (I paid more) and had similar crummy parts as part of a hodge podge. Also, these do not keep original forks, so if original that is not rare per se, but I have seen many with replacement forks.
It's a chrome vintage track bike. In my market, that would be sold pretty quickly. In my estimation it's a good deal, but not a steal.

If you decide to equip it period correct the Suntour Superbe Pro crankset might sell for enough to offset a good bit of your expense.

No purist here. A nice steel track frame outfit with a 144 BCD SunTour Superbe crankset? Wow? And sweet! Esp if those are 1/8" rings (though probably not with a FW).
I have zero issue with someone actually riding a bike and putting on worthy equipment (like the best available at that time). Well, if perhaps the bike was a gem of a DeRosa or the like. But a nice, working track bike?

Nice bike for what it is a old school SS trainer there just isn't a lot of demand for SS trainers in most markets. So a would say $200-300 depending on market and I would expect it to take while to sell. So I would say be patient and offer $150-200 in a couple of weeks.

Gotta agree with 79pmooney it is not like it s a modern modern crankset it is from the 80s and good equipment. Sure a proper full Record track set from back in the day would be the best fit but it looks like a good rider and could have a lot of fun and if absolutely needed be you could sell the Superbe Pro crankset and recoup some money.
In terms of the heavy steel kickstand that was in a photo of a different bike to help show where serial number would be.
I know it is a bit of sacrilege here but I want a practical bike for riding so the cranks would likely stay. If I were building a show bike probably an Atala would not be the top choice unless is really mint condition. The patina on it and the way it is set up was probably a practical set up for the current owner and is kind of cooler in a way then a perfect immaculate bike (though I do love those and love seeing them but they are harder to ride simply because they are so nice you don't want to run a risk of damage)

Maybe it's just me, but it just might be that the rear brake would work better if, oh, I don't know, there were a cable between it and the brake lever.

I just bought an exceptional Miele to act as my winter bike. Problem is, it's too nice to ride on salted roads. So I might still need a winter bike - and yet i still look at this bike? I must be mental!
