Lots of velo mobiles out there. I think they are kind of cool, myself.

Looks interesting, but might be too big for more narrow areas like the GWB sidewalk. Or to be more accurate, it would fit but noone could pass you on the ramp on the NYC side. Actually it would probably get stuck on the 180-degree turn there on the south sidewalk I bet.

Stole my idea !
Actually, for winter I wanted a fabric covered 3 wheeled recumbent with a windshield. I'm not sure about completely enclosed since then you've got fogging issues.
Potential problem I see with his design is what to do with it once you get to work.

The differential to power 2 wheels is a complicated part to Make Bicycle Light, so expensive.
Most Velomobiles are Tadpole layout as a result , 2 steering front wheels 1 rear drive wheel.
Danish Leitra long ago made the same sort of front hinged body for weather cover https://www.leitra.dk/news.php

That is not a bicycle, and therefore does not merit further discussion. Unicyles, tricycles and other variants included. Plus it is a motor vehicle, so I'll just drive my car if the conditions warrant.

Police in some jurisdictions love to pull over velomobiles. Ignorance mostly. Some owners have been stopped hundreds of times. Everytime they get on the road in other words. At a minimum you are talking about a 10 minute delay proving that there is no motor inside or, if there is, that it is less than 500 watts. At worst, up to 30 minutes and your trip may be over as your vehicle is impounded. That's a lot of time spent explaining to often obstinate law enforcement that your vehicle has a legal right to be on the road or going through the legal hassles to get it back if it is taken.
