Found this on my local(ish) Craigslist. Says... stored indoors, not ridden in 2 years, needs bar tape, no cracks or dents in frame or fork, wheels straight, Ultegra rear, RX100 front, STI shifters. $200.
I haven't ridden at all in 6 years, never road, looking to ease into it now. I did the 90s mtb thing, and converted to commuter in the early 2000s. Should I check it out or move on? I live in the middle of nowhere, no LBS nearby. Local craigslist means 3 hours away.

I believe those were made in 1997 and 1998 (according to bicyclebluebook.com) and the price of $200 is just a few dollars high for one in excellent condition. However, I've never found a decent bike used for sale as low as the bicyclebloobook.com pricing, so I'd say you're in the right ballpark.
Do expect to replace tires, tubes, chain, and as you've already identified bar tape, and maybe cassette and cables. You may need to add bottle cages, a seat pouch with extra tube, patches, tire levers, and a mini pump. Cheap cycling computer is optional of course, but people like knowing how fast or how far. So take the $200 and expect to add another $100-$200 to get it up to where you want it to be. This is all very reasonable; some of those things would be necessary on a much newer used bike too. If you are ok with the bike being 20 years old (assuming it's in good shape), go for it.

The RX100 shifters gave problems down the road form use. They would tend to "stick" and not shift. The common solve would be to flush them with WD40. There is a chance these may not be working or would need some TLC the breath life back into them. Of course, try before you buy.

Bike is 3 hours away. Owner is not sure of size, but says he is 5'6" and it fits him perfect. I'm 5'8", 31" inseam. Too small?

Well, I think it's too small. But, on the other hand, from the pics it looks like that bike will need a lot of TLC! And being 3 hours away, I also think you could find something just as good or better closer to home. For me, I would not drive 3 hours to look at a bike that I'm not at least 90% sure it's what I'm looking for. JMHO

Yeah, that may have been stored in a garage for 3 years but it saw a lot of sun and weather prior to that. Now that I've seen pics I would pass at that price. It is a fixer-upper.
