Help me Identify this Mystery Bike!

I tried this in road bikes and was directed here. I hope someone can help identify this bike I just purchased. It is Reynolds 531 according to the decals and it has no other markings besides this signature on the headtube and a three digit serial number on the BB shell. Any ideas?

Some pictures of all the lugwork, overall pic, BB, stays at the seat would be helpful. Pic of the serial number as it may not be a serial number, but a sizing. Sig looks like W Fromme to me.
