Can't speak for any one individual cassette, but often 11t cogs do use a smaller lockring than 12t and a 12t lockring can cause skipping issues. Why they don't make just one size I don't know but the lockring description will indicate which it is.

I do not know about all cassettes, but with Shimano, 11 speed lock ring will not work on 10speed, 10 does not work on 9, and so on. At least, not operate properly.
