When to buy new tires?
I just recently pulled a rock from my tire, and it looks like it almost hit the tube, but it didn't.
It made a very tiny hole.
Is it time for a new tire or would you keep riding until a flat?

Keep riding them until flats become much more common (tire gets thin). I pulled a piece of wire out of one of my tires yesterday. It did puncture the tube, so I replaced that. The tire is fine, the hole is tiny.

I've worn the last two tires until the tread separated (ride of shame: not fun). But if you don't get tires from a bad batch, you can ride them until they're worn out. I define worn out as:
You can see the threads through the rubber.
The rubber in the middle of the tire changes color.
The rubber in the middle of the tire feels softer than on the edges. Normally coincides with multiple, frequent flats. More than one flat every couple of weeks, unless you find a big honking piece of glass or metal, means it's time for a new tire.

You can replace them when they are worn through. Or you can replace them when you have the money for more flat resistant tires.

If you're concerned about punctures, but your tires don't seem to be worn out, you could always add some tire liners.

As above. I recently changed a tire out right before it got to this stage - very square, different color, several large holes that were rocks/glass. After blowing out a tire one time due to thinning I decided to replace them when my 'gut' was telling me to.

I mostly get 35s - 38s. Probably 80 % have had sidewall age failure or tread edge corner cracking.
About 10% tread thinning and the rest are flat damaged.
Conti-s seem to be the crack prone ones. My first Schwalbe MP has been flawless so far, 1700 miles.

I gave up on a Contact after 4700 miles (rear, including a lot of commuting). That thing was a beast to get on and off, and when I tore up my second tube trying to fix a rare flat, I'd had enough.
