just love these drillium relics.
Seeing a drill out steering tube is a 1st for me. ( for a modern build may be you can run internal Di2 Etubes )

Tam Pham who ran the now gone Chainedrevolution site bought a Colnago / Colner track bike frame that had a drilled steerer but much more restrained than this.
speculation it was a possible Hour Record investigation frame. Size looked the part.
there was a Carlsbad Masi decaled as a Confente that surfaced in Italy with a ball end milled fluted steerer, by the weight was made probably of Record tubing. Actually lots of tribute milling and drilling to the components too.
