Let spokes
LHT spokes.
some maniac cut 4 of my spokes yesterday, so I need to order new ones. Does enyone know the size, thickness and length, that I need to order? Also, I heard a few years ago that the wheel size (26 inch?) is becoming rare. Is this true. I live in Tokyo so that may be a factor.

I would go to your local bike shop and have them measure. In terms of 26" wheels they are still pretty common and if nothing else hubs are easy to get and lots of good options for rims. If you are looking for American stuff check out Blue Lug I believe they have a shop in Tokyo and they are awesome.

Surly changed components often enough that you can't assume all LHT wheels take the same ones. And many frames were sold where the owner supplied their own wheels, thus there are many wheel combinations on LHT, with different spoke lengths.
Agree with the others, measure an existing spoke. If on the rear, there might be a slight difference in length from the drive side to non-drive side. Spokes usually are easy to add and true up a wheel by a competent mechanic. You might have to remove the cassette if on the drive side on the rear.
Spokes are very high tensile strength steel, they are not easily cut. I am surprised that someone intentionally cut four spokes as vandalism, there are many easier ways to do much more damage. You should ask a mechanic if those were in fact cut or if they simply broke, because if they broke from wear, then more may break in the future.
Your brakes would be designed for this wheel size, so you can't just buy different wheels of different size. There is less selection in tires in 26 inch than there used to be, but you should always be able to find 26 inch wheel tires and parts, just less readily available.
