OK, 2old posted while I was responding with current price I will join the NOPE crowd. Changes the risk/reward by way too much. Most of the stuff I have seen on Goodwill stays low and then I would make the arguments below, once it gets into the hundreds the risk is too high. I was thinking someone with know how would have a great platform to build on for cheap or someone with an existing bike could get things they need for cheap, without the FOR CHEAP part, NOPE.

You and I have a different idea of risk/reward.
Some people will only buy new and with a warranty - good for you
Others might know how to find a deal, or know how make the same thing from parts for cheaper, some might have an existing bike that needs an expensive part, some might have a battery and power cable and need a new bike?
Would I buy this bike for $400, no, that would be risky. Would I buy it for $37 or $100-$150, if I wanted a Bird Bike I sure would
The fenders are worth more than $37
each tire is worth more than $37
each wheel worth more than $37
the frame?
the motor?
there is a lot of room between $37 and the current $699 of a new bird bike.

Sorry for being negative, and posted my comment since it was surprising to see such a "project" get that "expensive" (worn grips and seat suggest it may have been "very" used). At the low price it might have been a bargain if only for the frame. I like bargains too and one day will post a picture of the Kent Torpedo I purchased for my granddaughter for $160 (Walmart) that she loves.
