Recumbent handlebars
Can you change under seat steering handle bars to ones similar to a linear recumbent, where the handlebars are slightly above the hips rather than below the seat?

It should be pretty easy to add a vertical component to the bars if they are standard diameter handlebars. I own both a long wheelbase Linear and a short wheelbase Haluzak Horizon. The bars on the linear are below the seat, straight across, but the seat is pretty close to the bars. They were not above my hips. It was very comfortable for me. The Haluzak Horizon has similar straight across handlebars but there is a vertical piece at each end with bar end shifters and brake handles mounted on the vertical piece. It's a standard bike part that sometimes comes on regular bikes. I'm not sure of the exact name for the end pieces.

They are simply called bar ends. They have a clamp that fits standard diameter handle bars. Most are fairly short though, under six inches. The bars on my Performer Saki come up much higher. Rather than bar ends that clamp on the existing bar these are a complete replacement for the OEM straight bar.

Visions were sold as being 'convertible' between USS and OSS. So if you had a USS setup, you could simply remove the stem and handlebar assembly from the bracket at the fork crown, and install a riser and handlebars. Vision have been out of business for a while now; so piecing together parts to do the job might be tricky, but it's otherwise easy to do.

I've converted a few USS Vision R40s to OSS
As long as you have the right parts, conversion is pretty straight forward.
If you want to remain USS and just want higher reach for the handlebars, MTB bar extensions or long bar ends can support that change.

I looked over the page I linked earlier and tbh I don't think anything sold as a 'bar end' comes close to being long enough to make USS flat bar steering into what the o.p. is wanting. Maybe someone sells Vision style bar extensions that will be long enough. HPV (German?) might have clamp on bar extensions that are longer than the usual 4" to 6" common for mountain biking. Performer used to sell their USS bars separately. I'll bet they still do. I would definitely reach out to them as part of my efforts.

If I remember correctly, and I probably don't, Visions had sort of road-bike bars under the seat. These could be swapped out for any other style bars, including straight bars with very long bar-end extensions. You could even fabricate your own out of 7/8" aluminum tubing (with a shim for the stem,) You'd just have to worry about having them hit the seat and restricting turning.
