Hmmmm...that's an odd one. I don't recall Time making non-carbon frames, or cyclocross frames. I'm probably wrong, but it strikes me as a frame that a Time-sponsored rider might have used when racing CX.

I am still trying to figure out the construction. The frame looks like it has carbon weave but the joints look like they are welded.

EDIT: The aggressive geometry and lack of bottle cage bosses tells me this was built with the intent of CX racing.

Check the geometry and then compare it to a Ridley cx bike. 4Za is Ridley's house brand, they make more cross bike than time, and those decals are pretty amateurish. I would be very surprised, aside from it being an alloy frame, that anyone at Time (or Ridley) would let that design and quality of paint go out the door.
I had a Ridley Arena track bike and that tubing looks really familiar.

Looks to me like someone spray painted "Time" over that frame.

The rear dropouts look pretty distinctive, and are probably the biggest clue for who actually built the frame. I'm guessing this was 1995-2005.

It looks like a Ridley X-Night possibly? The dropouts look like a picture of a 03-04 I have seen but the 4ZA fork looks like it is a new model so unsure exactly what year.
