It looks like it is an early Arriva. Probably mid 1980's. Arriva
Value really depends on condition, from what I can tell, it looks decent, so probably at least $300. You have the drum brake as well, so that's nice.
They're nice bikes to ride, I have an early '80s Santana that is a different model that I got off CL for $400, and it works great for us.

I does look quite old.
Santana makes solid bikes, its going to be quite heavy but would be a good starter tandem.
I would guess the value at under $500.
Since the frame is steel I would check for rust damage.

If memory serves, you can find the serial number on the underside of one of the bottom brackets. I think the price estimates are a little low, though it has been a few years since I've tried to buy or sell an old Santana. I'd put it at 5 to $600, maybe a little more depending on condition. PS: If you call Santana about it, they'll want to sell you a new fork.
From and old post from TeamTi700:
Serial number is 5 digits long.
1st digit is model year. "X"=2000, "Y" =2001, etc. (no letter "O")
2nd digit is frame material. "T"=titanium, "K"=TeamAl, etc.
3rd digit is frame size. 2/3=sm. 4/6=med. 7/8=lg. 9=xlg
4th&5th digit is serial number. "01"=first one built that year.
To verify, give Santana a call. They are very friendly

I would guess it's mid 1980s, definitely after 1983 because up to then Santana built their frames with the "marathon" design (where the mid-diagonal tube went all the way to the rear dropouts). Does it have 27" or 700c wheels? What components (brand and model)? Component group is often the easiest way to date a bike. Looks like it needs new tires and brake hoods at a minimum.
The Arai drum alone is worth $100-$150 on Ebay if it's in good shape. I'd say $500 would be a fair price.
