The Condor is a Superbe model, with the lugs designed by Bill Hurlow while he was working with Condor. Considering it was very unusual that two bicycles of that caliber were built exactly the same, I think it's safe to say that it is the same bicycle as the one on the cover of the book. Very lovely collection!

Condor Vintage Frames and Bicycle Guide – Condor Cycles
Plenty of information straight from the company - which is still in business in London (but now owns a small factory in Venice, Italy where the steel Condor frames are made).
Hurlow, W B 'Bill' (classiclightweights.co.uk)
And there's a feature on Bill Hurlow from the Classic Lightweights site.
Cheers!
