Did AToC stage 5 start early?

I noticed that Stage 5 of the AToC started already but the supposed live tracker and VS coverage does not start for another hour. Has the entire Tour so far been pre-taped and shown later so the so called "live" tracker not really live?

Video is only available for the last 2 hours of each stage.

Oh that sucks I didn't know that. Is it like that for all major tours? I just started following racing this year and the TOC is the first race I have been watching consistently.

yes, all the tours try to end each stage around the same time so the TV can show the last 2 hours. which is why the coverage always starts up with a breakaway and ~60-100km into the race. you can watch more of the races on steephill.tv. The TOC will not have any additional coverage but european races will.
