There is a line of "Wonder Grip" work gloves. The "thermo-plus" model has Hi-Viz orange dip (but gray palms) that I have used for a few seasons. CHEAP, but very warm, without too much bulk. The best prices I've seen are through the Ace Hardware chain so should be available nationwide.

I've been riding with Kinco insulating work gloves from 15-35F, with waterproof insert and Scotchlite reflective knuckles. They'll set you back $20 or so.
Kinco winter work gloves. At temperatures below that I use my Hestra lobster-claw snowboarding mittens.
