Trek 1400 1989-1990 worth fixing up?

Trek 1400 1989-1990 worth fixing up?

I am new to the forum so I cannot add an image but so it goes. Found a trek 1400 on FB marketplace selling for $40-$80. Only one pic is included and it is not a good pic of the ad but it can definitely use some work. From what I can tell from the only image is that the chain is rusted, the drop bar is flipped and has no tape, and that the fork has some sort of tape wrap over it. I can’t make out what’s going on with the fork in all honesty. Just ain’t right.

Downtube shifters

Just realized the down tube shifters are parallel to the top tube. That can’t be good, right?

Try to fudge the image address URL by replacing some letters. Like instead of https, replace the t's with x's.

Hello Clang, I went to check the bike out today and decided it wasn't worth it, as it would have needed more work than I could've gave it. Thank you for the advice.
