Strap-on light but where & how?
A strap-on light is often attached to the seat post, but that is not always an option because some bikes do not have enough room or a bag on the carrier obstructs the view. Surely, there are alternative solutions such as other types of lights, or attachments to a backpack or bag, a helmet light... But that's not really what I want.
I was wondering if you could specifically attach a strap light to the carrier using some kind of attachment / mount. Does such a bike part exist? Or is the only solution a creative DIY?

I've seen seat stay brackets that have adjustable angles, and I've 3D printed and/or fab'd from aluminum I bought at hardware store, brackets to attach to rear of rack.

The problem with either suggestion is the horizontal orientation. But perhaps, maybe, it might shake an idea or 2 loose.

Ok, here is an idea: Go to a hardware store and get this, or something similar, mate it to the flat reflector panel on the back of your rack, and then install the above Origin8 stud vertically as if it were a seatpost.
This thing here even has notches to prevent unintended rotation of the Ace Hardware right angle bracket.

The best bike lights in the past had a strap so they could be attached below the knee. With every pedal rotation the light went up and down and so it was far more visible than if it was stationery.

It sounds like you are describing a rear rack, and there are many options for mounting tail lights to rear racks. Many racks come stock with appropriate mounting points.

I'm doing that with a couple of lights from PlanetBike. The plastic clip on both easily slide over a Velcroed 'cuff-saver' strap I wrap around my left leg below the knee, the light gets pointed outward toward traffic coming up from behind. There's another PB light clipped to the back of my helmet, or the seatpost light base if there's nothing on my rear carrier.

This little doohickey allows all Planet Bike and Portland Design Works taillights to fit pretty much any rear rack.
