Loose bearing vs caged shouldn't make any difference in holding adjustment other than if it gets too loose uncaged bearings can fall out. Something isn't being tightened enough.

If I can't or won't buy a tool for a one time use I just pay the shop to remove it. I think I paid $5 last time I needed a freewheel removed I didn't have the tool for. Cheaper than the tool.

It gets tightened to 0.7-1.5 Nm during original installation. I'm sure it can handle that massive torque, and as said, does nothing once the clamp bolts are tightened.
