If you’re using cloth rim tape, replace it with tubeless tape, which is thinner. Also helps to leave the tires in the sun or by a warm furnace for awhile first.

I would check that the right size wheel is installed, and whether the brake arms or fork (assuming front brake) are bent. Also make sure the concave washers are installed in the correct order.

This is incorrect. A seatpost needs to be the proper fit to the seat tube of the frame. Try clamping a seatpost that’s even 0.2mm under spec and you’ll see it doesn’t stay in place.
