Please Help: 18mm Wheels With 28mm Tires

Please Help: 18mm Wheels With 28mm Tires
I've got some 700x28c Kenda Kwest tires that i wanted to slap on a set of weinmann dp18's with some vittoria ultralite presta tubes.
I can get the tires seated properly around 99% of the rim, but there's a little section near the valve stem where the tire won't wrap the tube correctly. Peeling back the tire from the rim i can see that the tube sticks out past lip of the tire and i can't seem to get it to seat where it should.
I tried taking the tires/tubes off multiple times and putting them back on to no avail.
Also tried pumping them up as is and releasing the pressure in the tube while trying to massage the stubborn section into place with little or no result.
Any help is greatly appreciated.

Before inflating, push the valve stem up to lift the tube past the tire bead.

And to help prevent any pinching of the valve stem during inflation, make sure that the valve is centered. Not askew from the hole. A simple jiggle or shuffle of the tire while the tube is deflated will alleviate any further issues.

you can try dusting your inner tube in talcum/baby powder. this lets you work the tube and tire a bit more easily to help get it set in place.

Thank you John, Rusty and Oddity. I tried all but the talcum powder and wasn't able to get the bead to wrap the spot i was wrestling with.
I ended up walking down to my local bike shop with my tail between my legs and had a professional handle it.
Aside from the fact that i haven't changed enough tires and lack the manual dexterity to accomplish the task, it was pointed out that the 42mm valves on these tubes were helping to hamper progress.
Next time I'll go with the 60mm valves and hopefully i won't be back on here asking for help again. =)

Your cog is slipping.
I had a lot of trouble getting a 28c ThickSlick on my H+Son rim too. It took patience, talcum powder and a lot of attempts.

Your cog is slipping.
I've removed plenty of tubes from customer's bikes which have felt like they were glued to the inside of the tire. I use powder inside my tires because it tends to help prevent what the OP was having a problem with.
