Steel bike chain stay ferrule size?
Well, I have a 4mm derailleur cable and a ferrule. The cable stop on the chain stay is quite smaller. Original owner just removed the housing off a 5mm housing and looked like it kinda work. But I switching to new Ultegras and I need a good stopper. Where do you get these tiny ferrules. Looks like a 3mm size but it'll have to be a 4-3mm stepdown? Loose screws don't seem to have something like that.

You need a step down ferrule. Local shops that aren't purely based around race bikes should have them laying around. Usually they'll give it to you for free. Or buy a spare tube and they should give you one.

I'm feeling dumb now. Don't wrench at 6:30 am. A 5-4 ferrule will work cause a 4mm derailleur casing fits in there. Duh! K, loosescrews has them. Or I'll try my LBS.
