That is exactly what I ended up doing, same thing with the fenders. Now, I just need to get the spokes tensioned better. I think I will leave that job up to the LBS.

People who know how to handle wooden rims adequately are few as hen's teeth.
I would even make very, very sure that the wheels *really* have to be tensioned, as wooden rims do NOT tolerate much tension and can VERY easily be ruined by overtensioning - 50 year old rims at that (even though they could as well have profited from aging, IF they've been treated/stored well).

What are the letters you do recognise? (Or at least think you do) Some of us are pretty familiar with the Flemish language, and with Belgian topography, so might recognise a word or the name of a town.

I will have to be the first to say that was pretty poor of you to trade your well treated DL-1 for such a shabby old bike...Didn't even take the feelings of the poor DL-1 into consideration 
Awesome find!
I agree with trying to keep it as original as possible without any repaints. I have seen way too many things ruined by a full restoration when it would have been much nicer in a cleanup and kept as found condition.

Ok, here are some more pictures. I thought the flash in my camera might bring out lost contrast or details. Some of the details are easier to see with the naked eye. I think the right side of the wing might have the letters "mpio", maybe the word "Champion"?
It seems obvious that it is a large bird, with outstretched wings and a bicycle wheel. The colors seem to be gold, green, blue and maybe red.

lol, shouldn't there be a trick to put this pic in photoshop and fiddle with the colour settings until the letters arise legible? that's what they do in CSI anyway
