By volume, 96,807 1/4" balls. However you would exceed the weight limit as 792 cubic inches of 1/4 balls would weigh 225 lbs. +/-
With the 70 lb. flat rate weight limit, you could ship 30,170 1/4 ball bearings per box.
However, if you found a "free shipping program," then the constraint is the Secret Santa $30 limitation, which would be about 720 1/4 bearings.

That's when you get creative...t-shirts, posters, etc. Go with basics like bar tape, cool water bottles - the stuff we all find useful. When I've been in that situation I've PMd people they were friendly with for suggestions. There's always a cool doodad out there.
