I think that 80's mountain bikes get a pass as vintage, at least as "vintage mountain bikes"!
It's interesting: Both Raleigh USA and Raleigh Canada had a "Portage" in 1984. The Canadian version is the MTB you show, the American version was their top-of-the-line touring bike with 650B wheels.

Made in Worksop factory (ex CARLTON),in march 1979 frame N° 787...I have seen "Record" written on the high tube , but it is a curious mix of Italian (rear derailleur CAMPAGNOLO nuevo record) Japanese 'BB "SAKAE", front derailleur "SUNTOUR",Swiss (brakes WEINMANN 605) and French (ATOM 600 pedals), parts...
It is dificult to verify , because I have not seen 1979 catalog for the French market .

Somehow Raleighs always come in droves. Even though -as mrs non-fixie puts it - I have enough bikes, I could not resist this one: a 1979 Record in very original condition. Reynolds 531 frame and forks, Campagnolo dropouts, Normandy hubs, Rigida rims, Suntour Vx Rd, Suntour Power shifters, Weinmann 605 brakes. Pity no-one has looked after it for the past twenty-five years or so. It needs a lot of TLC.

Apart from the Campagnolo RD, which I believe to be a replacement, it sounds a lot like mine, which also has Atom pedals and a SunTour 7 FD.
A SunTour transmission, Weinmann brakes and a Sakae crank set was pretty much the standard for all but the most expensive European Raleighs during that era. They only started switching to Shimano in 1984 on some of the models, I think.

Not so much in the 'States, but price fluctuations of frame building versus component sourcing can make for what seem like unlikely specifications.
We saw that clearly here with mountainbikes, 20 or 30 years ago.
Those European Raleighs look a bit bolder than our own, and would seem to lend themselves to the temptation of post-purchase upgrades to the componentry.

I discovered that using "Go Advanced" allows me, for now, to once again type normally and post photo's.
So I snapped a pic of the bike I bought Saturday, and have finally been able to test out between showers.
Much of the work and testing has been of the nocturnal variety, here's the photo I took today before dusk:

Yes, almost had a buyer but he was looking for something a little newer.

And while we're on the subject of vintage Raleigh mountain bikes, let me present again my 1984 Raleigh Crested Butte. I tried to sell it last month, but no takers, so I'll be keeping it for longer. And riding the bike makes me wonder why I tried selling the darn thing in the first place, as I love it! Classic "repack" era geometry, first generation Deore deerhead components for most everything, etc. I reconfigured it so that it has a rear rack vs. front basket. I've been digging the ride.

1979 Raleigh French Market "Record"
You have a 1979 Raleigh "Record" that was made for the French market. They were painted in Raleigh Team kit colors.
It has the same frame that Raleigh used on the Competition model built for the US market. The Competition model used Campagnolo Nuovo Gran Sport components.
The 1979 French "Record" bikes came with a variety of components including:
Raleigh badged Sakae/Ringyo (SR) RY-5 Royal-5 forged cranks, Suntour Cyclone derailleurs with down tube ratchet Power Shifters, SR seatpost, Cinelli bars and stem, Normandy Luxe Competition hubs, T.D.C. Continental headsets plus a mix of other parts.
I picked up a 1979 Raleigh Record like yours. The seller worked next door to Raleigh's US headquarters in Boston. He told me that a shipment of these bikes arrived in the US by mistake. He bought in 1980 and rode it for less than 100 miles.
The bike was most likely on display at Raleigh's facility as it had some upgraded components including a Super Turbo saddle, black Modolo brakes, Campy Super Legerra pedals, Cinelli Criterium bars plus yellow Benotto bar tape.
The serial number on my bike is WE90032xx.
I made some changes to the bike including switching to a Brooks Pro saddle, black chainrings, changed from a 13-24t FW to 13-26T, switched from sewups to clinchers and different pedals.
Looks like someone mounted a Campy NR rear derailleur on your bike.
