Mine have been below 0 F. several times in two years use, and below 0 C. most all of two winters. No breakage, but hard to use wearing mittens or lobster gloves!

Nice idea about the caribiner. I think a person could sew loops near where the buckle webbing is sewn together. Then you have buckles or caribiner loops.
Velcro? Don't think so.

Or use 2 key rings , they can work like a buckle, & you can feed the 2 0f them into the sewn Loop.

I've had the latches of bike computer brackets snap off in winter, which I've put down to the cold making the plastic brittle, so yeah...

If you just broke the prongs do you even need to replace the female part that is sewn in? If not, buy these replacement buckles: 1" Duraflex Stealth Plastic Buckles. Like I said earlier they are the exact buckles. Use the male part and throw the other part in a drawer for later possible use.
I looked at it again & it's just like you say--male half of buckle is not sewn in. There is the little clasp (rectangular with a gap on one side) which takes a bit of force to extract from the sewn strap loop but after that it's easy to remove the broken piece. Thanks very much, saves a lot of hassle!
Other ideas about caribiners/key rings etc are pretty creative too. Looking at the Ortlieb buckle, the prong pieces are really thin where they flex, not a robust design. Actually, I broke 2 or 3 of the buckles--after first one broke I thought it was a fluke to I tried others & they promptly broke! So as some have noted it must have been a bad batch of plastic.

I looked at it again & it's just like you say--male half of buckle is not sewn in.
