Certainly not.
Tubular tires are ridden in the Pro peloton not only because they perform better in all aspects but that they can be safely ridden while de-flating/un-inflated until a wheel change is promptly provided.
Not true/safe w/ clinchers.

Also given the carbon wunder-rim hysteria to make things lighter....Carbon tubulars were reliable and durable enough for race use long before carbon clinchers reached the same state.

Depends on what exactly happened. If that was a bad glue job it is one thing...
If it was overheating the braking surface...a clincher probably would have exploded or the wheel itself would have failed resulting in much worse....because that incident could have been a ton worse on that descent.
