I can't be sure what you have based on the small photos, but the International had nervex lugs, didn't it? Capella would indicate something like a Super Course or Gran Sport from the late '60s or early '70s, perhaps.

with the medium-trail fork, I guess a Competition GS or Professional. Curious mix of components with the later Suntour DT shifters.

I've also seen those on earlier Super Course frames, and have always admired that particular lug... If your frame was one size larger I'd likely be begging you to sell it to me. Good luck with whatever you do!
Unlikely to be a Professional. 1969 was the last year with center-pull brakes, and even a couple of years earlier they already had the rounded lugs and integrated seat stays. There were definitely some Comps floating around with capella lugs as late as the early '70s, though.

Interesting! I've only owned a '74, but a majority (though not all) of the '73 models I see online still suggest Nervex lugs. Yours must have been a rare find! Are the lugs like this one?

I almost forgot to consider that guzziee said it has Campagnolo drop outs, which really does limit it to the International or Competition... And given that he's already cited a correct example International with the same lugs, stays, etc... I think he's got it pinned pretty good! The capella lugs are certainly rare on the Internationals, which is why I was perplexed at first, but it makes sense now.

I had a '73 Int'l with Capella lugs. Actually, I've also had a '73 Competition and a '73 Super Course with Capella lugs (Raleigh was really pushing out those lugs that year). Wouldn't a Competition have Huret dropouts that year? If this one has Campy, I'd say it's an Int'l.

Small chance the bike started out as a Carlton.
Either case would have evidence of a head badge ( inside the headtube if no holes visible as it is a respray)

It looks like an International, and if you build it as a beater, you'll love it. Well, if you have the same taste in bikes, you will. Mine is built as an all-purpose rider, and I adore it. I'm going to start selling some bikes now that I have found my true love. I'm even thinking of getting another International!
Mine is taken apart, waiting for me to rebuild it. It had 37mm tires on it. That was a tight fit between the chainstays, as any wheel wobble would have rubbed against the frame. I'll be putting fenders and 32mm tires on it next. Maybe one day it will have 650b wheels.

I had a mid-ish 70s Super Course and while it had chrome on the rear triangle, it definitely did not have campy dropouts. It had stamped drop outs. I did love that bike though and might be the only bike I regret selling, even though it wasn't much in terms of top end gear.
