Yup. I carry a cable in my handlebar bag. What a joy to have it when the cable snapped just inside the head 25 miles from home. I also carry two Allen wrenches (much nicer to use than the typical multi-tool). It would have been a major drag riding home with just one gear (3 actually, since I have a triple).

Maybe consider likelihood and mode of failure and prioritize accordingly. There's a few dozen other things to consider before cables, which tend to give a lot of warning.

There are. But few of them are as flat and light as a cable. If you're going to carry a spare tire, you might as well have a spare cable - it costs nothing in weight or volume compared to folding tire.
