Do you have access to the Giro shoe closure system? If he replaces the buckle he's going to run into the same issue again - the ratchet section of the strap allows tightening past release point. He could replace the rivet with a screw as suggested but that's not a good fix.
He needs a replacement strap, the strap design changed at some point to decrease the length of the ratchet section by ~1/4". You can see it here comparing this set of shoes from mid 2015 production to the same style but 2016 production. I suspect they used the same ratchet section distance as the prior version of the interface - oversight during design refresh is a common issue but should have been addressed properly.

Cannot replace the strap or buckle now that it is cut. It is part of the last as a whole.

Interesting, mine are from Feb 2016 so the changeover happened pretty quick it appears. When they updated the straps and buckle from N-1 to N-2 they kept the un-ratcheted section length of the N-1 strap without accounting for the geometry change of the N-2 strap design/N-2 buckle interface. At some point they became aware of the issue, had a rolling production change and didn't tell anyone. Pretty poor form.

You might be able to wiggle an exacto knife in there and cut off the head, if melting doesn't strike you as a good idea. That would free up the rest of the strap to open and then the remainder of the ratchet strap to slide out the buckle. As for the other shoe, I'd sew and glue the leather part back together. But as I said, I'll go pretty far to get my money's worth when a company refuses to help me out. This is an annoying issue and Giro didn't treat you right IMO.

Destroy the buckle(it's replaceable) but not the shoe.
Even a simple drill might have done the trick.

After an event ride, I once has a rider approach me with a cut-off SIDI strap and a detached buckle, asking me to please show her how to release it. I was horrified for an instant, but no problem on Sidis with the replaceable strap and buckle. I've been through a number of each of those. The buckles don't like it when you low-side and they've made a series of various strap/buckle combinations which don't play well with previous versions. Upgraded buckles, yeeesh. About 50K miles on my first pair before they were stolen, still in excellent condition, lots of rain rides in them too..

once in circuit training class, a guy got stuck on a stationary bike cuz his shoelace wrapped around the pedal spindle. The instructor was headed over with some scissors so I yelled WAIT!!! Held onto his shoe so he could pull his foot out then unwrapped his shoe.

I wear Empire SLX shoes that have laces.
They are ridiculously light and very comfortable.
I honestly cannot see the need for any of these ratcheting/boa/Velcro gizmos.
Is it purely because cyclists love techy stuff?

Shoes that worked for me widest to narrow Shimano, Giro, Sidi. Fizik was too narrow. Spillover on the carbon sole both infinito and r5.
