2 ways I can think of that rain can make riding faster:
1. You're on a MUP, and because of rain, there are no dog walkers, stroller nannies, etc to slow you down.
2. It's 100 degrees out, and rain keeps you cooler and performing better than if it weren't raining.

Incidentally, I like those apps and, as you know, use a different one. Really helps to know something (relative) about the breeze when going back and looking at old efforts on Strava.
