...I had a gigantic roll of Velox, that I used for three or four years, but when it finally ran low, I ordered some generic Kapton tape from somewhere in China on Amazon. I've been using it since, and I have to say I'm impressed with the ease of application and performance of the stuff. It's not only thinner, but considerably lighter than Velox. I think maybe I picked up 4 watts using it.

So FYI i peeled off the Velox tape on one of the wheels and then tried to just dry fit one side of the tire to it without any tape just to see and it fit much better. So, I'm sold. I'm ordering that super thin tape, thanks Jeff Wills !

Put on the Rox ultralight tape today and was able to get the tires mounted and inflated! Hooray!
I will say these rims must be much more narrow than anything else I've ever had an maybe should only take up to a 700x25 because it has a hard time fitting a 700x28-32 tube up in there without some help. The width of the spot where the valve stem is a super tight fit, and didn't actually seat until I got the whole rest of the tire seated.
Still a lot more work than it should have been I feel.

Don't think I'll have any problem letting these wheels go in a few months when I update the whole thing to some more modern parts.

Thanks for the help and input y'all. I never would have figured it out on my own!

soap will help in the future

If you use a dish soap bottle (leaving just the residue in it without rinsing when empty) filled to half-way with water for mounting tires the residue on the tire will again become slick when you add a squirt of drinking water when remounting it on the road.
