Top tube brake boss?

Top tube brake boss?
My rear brake works fine but I am curious about the top tube brake boss. As you can see in the image the brake cable passes through an open boss. Is this correct? It just seems like I’m missing something there but have no idea what. 1996 Cannondale RT2000.

Can't quite tell from the picture, but is it big enough to take a cable housing? We have a slightly newer 'dale and have a guide like that to use if you were to run a full cable housing, or a hydraulic hose.

No, it’s too small for housing, there are stops at both ends. It doesn’t seem very effective as a open type cable guide.

being its a tandem w/a long cable maybe just to keep the cable from contacting the finish.
