No, this is what you should be slipping over your helmet:
Although that's a $45 branded DaBrim, it looks like the simple idea has been cloned for very cheap, like $5 -- or maybe that's just for a version for a hardhat, which is simpler because they have a hard brim all around to hold cloth up

Hmmm...Yep, I reside in Guelph. Apparently there are now 2 of those city names in the states, one of which was a fellow Guelphite.

I'll grant you the aesthetic "challenge" of a cap under a helmet, but how is that arrangement "not safe?"

The helmet needs to be properly seated on the head. The baseball cap creates a barrier that interferes with that. I can place my hand on top of my sister’s head and shift the helmet around which defeats the purpose. I imagine its on YouTube for proper helmet fit.

I routinely wear a billed cap of one kind or another under my helmet. I have to adjust it to fit properly, and readjust it when I wear it sans billed cap.
I thought you might have some supporting evidence which might inform me to alter my practice, but alas it appears you have only assertion, prejudice, anecdote, pride, and a haughty spirit?
