Eccentric bottom brackets are great for frames when you need to tension a chain and don't have track ends or semi horizontal dropouts or sliding dropouts or something like that. Single speeds or fixed gears on a more modern road frame with vertical dropouts or maybe adding a Rohloff hub to a touring bike or something like that. Also super handy on Tandems to tension the timing chain (or belt). Loads of usefulness to an eccentric BB but if you can get a frame with adjustable dropouts you will be in better shape overall at least for single bikes.

Yes. And there are also eccentric hubs, to accomplish the same thing.

But an eccentric BB shell is a problem. My son bought an expensive bike and the BB kept coming loose. The mfg rep was amazed that I found this problem an gave my son a whole new frame.
