Mystery Headset

I bought the tall Havnoonian from C&V BF'er Shrevvy. The bottom bracket and headset are interesting.... The BB is pretty easy to identify, SKF. The headset has me stumped. Any idea what this is? Also, any advice on getting the top threaded nut separated from the top cup and cartridge bearing?

I've also confirmed the frame is all steel, including the socketed dropouts on fork and frame. Really excited about this one, but currently undecided on how to build it up. What level components does this HH deserve? I have little to no experience with HH, but the bike seems well constructed and the brazing looks clean, even if the welding around the top tube looks a bit crude.

YES!!! I have seen the light by way of google. I am obviously missing the top lock nut which appears to be made of unobtanium…. Is that a fair assessment?

Or really expensive! I would consider replacement with keeping an eye out for parts on the bay and post a WTB on the for sale forum.
I have had limited luck with unobtanium parts over time, Trek 760 replacement OEM fork, DA 7403 DS cone, finding a compatible cone for front Record hubs, for example.
