Is this for aestetics or does it have a functional purpose?
I have a FD-5801 on one of my bikes and this top tab with the cable running through it won't snap into the top of the derailleur (I'm sure it's something I broke). Does it have any functional purpose other than to tidy up the cable? I don't have bad shifting and the cable doesn't hit the crank so I'm not too worried about it unless there's something I'm missing.

It helps retain the excess cable lead from rubbing on nearby stuff.

Troul and Kontact covered the functionality of the cover. If you did not break the tab on the bottom of the cover, it just needs to be pushed back onto the FD. My guess is that you probably tried to do so in the wrong orientation; it is not intuitive and took me a few tries (and RTFM) the first time it popped off. Fortunately, I just cleaned my gravel bike, so I can take this photo to show the proper orientation.

Unrestrained, the waste end of the gear wire would ting against the crank arm and drive you crazy. So, call it acoustic aesthetics.

Welp, I played around with it last night and it finally snapped in place. As brought up above, I must have been trying to force it in the wrong way.
