Thanks to all who helped with this. Here's what I found.
I'm pretty sure this is a JC Higgins, Canadian (CCM) manufacture, probably early 60's, Interesting to me was the unique double bar of which there appears to be at least two variations. I found the more stretched version to be an attractive look, despite opinion to the contrary. The straight down tube was also a feature of note, which seemed unusual in a ballooner of 60's vintage. Thanks to Oilit at the Cabe for his expertise and guidance.
