My next question is, would this bike be much different to refurbish than the 1980s Japanese bikes I have done?

I don't think that's rust. The aluminum parts have the same color crud stuck to it.

the graphics on the frame are of many different types, no one approach. The whole bike side view looks very promising.
I would consider reducing the tilt of the bars, raise the levers after. Red cloth tape.
42t inner ring just to make the bike more useable.
new brake pads, try to retain the holders.
‘if needed Universal reproduction brake lever hoods are around.
don’t cheap out on the tires.

a tuxedo bike when done.

but this is a friends and probably worth a lot more than I could pay
