I don't think that's rust. The aluminum parts have the same color crud stuck to it.

I would consider reducing the tilt of the bars, raise the levers after. Red cloth tape.
42t inner ring just to make the bike more useable.
new brake pads, try to retain the holders.
‘if needed Universal reproduction brake lever hoods are around.
don’t cheap out on the tires.
a tuxedo bike when done.
