Today while looking for the addy for St. Louis bike works I noticed they have quite a few smaller frames on the site and for around $50 each. It might be another source for the height challenged riders. Smiles, MH

abdon I have a small pile of rockhopper/stumpjumper/750s and other small frames that could suit your daughter's needs. I also know a few other people who are of similar height who have their own loot piles. If you don't mind, would you DM me with your location?

I see smaller touring bikes for sale quite often. Smaller framed C&V bikes just don't sell very well. I don't know where you are but here is a $30 Maruishi Tourace in Chico, CA:

Another option would be mixte bikes. There are TONS of mixte frames around the 19" size. The ones with center pull brakes typically will have adequate tire clearance for some decently fat tires.

Not sure if this would be of interest. Bought it for my grand daughter (5" 1" with short legs) then found something else she liked more. Frame, fork and wheels available...
